The Dimapur Naga Students’ Union (DNSU) has issued a 15-day ultimatum to districtNagaland student protest, demanding decisive legal action against Nirmal Jain, whom it accuses of being a “habitual offender” involved in benami property dealings, fuel adulteration, and fraudulent acquisition of indigenous rights.
In an official statement, the DNSU expressed frustration over prolonged inaction and lack of transparency in current investigations. The union alleges that Jain has acquired indigenous certificates and state land through deceptive means, including forging documents and submitting false affidavits—claims that demand urgent administrative and criminal scrutiny .
“It is high time the administration publishes its findings,” the DNSU declared, calling for cancellation of all of Jain’s suspicious indigenous certificates and land titles.

Union Warns of Civil Mobilisation
The DNSU warned its ultimatum should be ignored, stating that failure to arrest or prosecute Jain would mark “one of the darkest chapters in Dimapur’s history.” The students’ body pledged to mobilize public pressure and direct action if no progress is visible once the 15-day period expires .
The statement also cautioned citizens and officials against engaging in any land transactions involving Jain—“any person found supporting or abetting his activities will be held accountable,” it added .
Prior Steps, Repeated Standoff
This ultimatum follows a formal representation submitted earlier by the DNSU, detailing Jain’s alleged wrongdoing and requesting a full-fledged investigation. However, according to student leaders, the district administration has remained silent, neither initiating legal proceedings nor sharing interim findings.
The DNSU cited repeated incidents of Jain temporarily absconding from Dimapur only to return once public scrutiny subsided—an alleged pattern they insist cannot stand unchecked .
Calls for Administrative Integrity
The students’ body also issued a strong warning discouraging political, civil society, or governmental support for Jain, emphasizing that any official backing would attract widespread public censure .
The DNSU’s full demands include:
- Immediate cancellation of all contested indigenous certificates and property titles;
- Formal police investigations and FIRs where warranted;
- Regular public updates on investigative progress;
- Assurance that land transactions involving Jain are suspended until the case concludes.
Should these steps not be taken within 15 days, the DNSU says it will pursue legal and civic remedies outside official frameworks.
