In October 2022, Ukrainian President Volodymyr Zelenskyy signed a powerful presidential decree that officially banned negotiations with Russian President Vladimir Putin, citing invasion and war crimes. This executive action now known widely as the Zelenskyy decree helped Ukraine maintain a firm position, supported strongly by NATO and the West. However, nearly three years later, President Zelenskyy declared on July 19, 2025:
“A meeting at the level of leaders is needed to truly ensure peace lasting peace. Ukraine is ready.”

The Political Function of the Zelenskyy Decree

When Ukraine is making battlefield gains or enjoys strong military and financial backing from allies like the U.S. and EU, the Zelenskyy decree serves as a diplomatic weapon. In a world where every move is scrutinized, this decree gives Zelenskyy both political cover and strategic freedom. His recent invitation for high-level peace talks doesn’t weaken the decree it reveals just how carefully crafted and politically potent it truly is.
